Generation Availability Data System
NERC introduced the Generation Availability Data System (GADS) in 1982 as a series of databases used to voluntarily collect operating information on the performance of electric generating equipment. The data collected is used for reliability analysis and for decision making by GADS data users such as planners, generator owners, modelers, manufacturers, and others.
In June 2010, the NERC Planning Committee created the Generating Availability Data System Task Force (GADSTF) to review the GADS data and determine whether reporting should become mandatory. The task force determined that missing capacity from newer units and technologies led to inadequate data for conducting reliability studies. Therefore, the NERC Board of Trustees ultimately approved mandatory GADS reporting for conventional generating units.
Generator owners listed on the NERC Compliance Registry with unit nameplates of 20MW and above are required to report. Smaller units are encouraged to report voluntarily as done in the past. Renewable generation are not currently part of the mandatory requirements, though the GADS Working Group is currently developing data reporting instructions to incorporate wind units.
MRO staff primarily function as webGADS administrators. MRO assists NERC
staff in initial registration of users and organizations, as well as overseeing
data entry prior to aggregation at the NERC level. At the end of each reporting
period, MRO staff ensure that all webGADS data forms have been completed by
each Functional Entity. These forms include not only unit, performance, and
event data, but also a review of each company’s contacts. MRO performs data
validation to ensure any flagged content is revised by the end of the regional
reporting period. Upon conclusion of the Regional Entity data review, NERC
staff will begin their aggregation and review of the reporting period’s data.
